COVID-19 RESPONSE AS OF MARCH 20, 2020:
In an effort to continue processing subdivision/re-subdivision applications, inland wetland applications, and general Commission business, along with allowing projects to continue during this crisis, we will institute the following procedural adjustments:

  • ALL APPLICATIONS: Applicants must notify staff that an application has been submitted and the hard copies left in the mailbox outside of the building here at Town Hall. In addition to the 11-sets of hard copies, the application must be submitted electronically in its entirety as PDF document(s) attached in e-mail form in the event the building closes. If the building does close, applicants are advised to retain the hard copies until such time the building re-opens and the need for 11 copies evaluated. At a minimum, 1 collated hard copy of the application and all supporting documentation will be required to be submitted upon the re-opening of the building.
  • ADMINISTRATIVE APPLICATIONS: Must be submitted electronically and will continue to be processed without delay.
  • APPLICATIONS REQUIRING COMMISSION REVIEW: Both hard copies and the electronic copies will be disseminated for staff review. However, Commission meetings will not commence until such time that the building re-opens to the public and normal operations resume or until further notice form the State of Connecticut. In the event the building closes only the electronic copies will be referred for staff review. Please note, instances may arise whereby staff may not be able to complete their review until they review the hard copy.
  • REFFERALS & REQUESTS FOR ADMINISTRATIVE COMMISSION DECISIONS: Applicants/Respondents/Individuals must notify staff that such a request has been submitted and the hard copies left in the mailbox outside of the building here at Town Hall. In addition to the 11-sets of hard copies, the request must be submitted electronically in its entirety as PDF document(s) attached in e-mail form in the event the building closes. If the building does close, respondents are advised to retain the hard copies until such time the building re-opens and the need for 11 copies evaluated. At a minimum, 1 collated hard copy of the request and all supporting documentation will be required to be submitted upon the re-opening of the building. As meetings will not commence until such time that the building re-opens to the public and normal operations resume, decisions on such matters will be tabled until such time the Commission may meet again or until further notice from the State of Connecticut.
  • ENFORCEMENT ACTIONS: Will continue as needed. Show Cause Hearings as a result of the issuance of a Cease & Desist Orders, will be suspended until such time that the building re-opens to the public and normal operations resume or until further notice form the State of Connecticut.
  • SITE INSPECTIONS: Will continue on an as needed basis and after any rain event of 1-inch or more. Requests for site inspections or on-site meetings please send to: ggoeschel@eltownhall.com
  • GENERAL OFFICE MEETINGS: May be conducted over the internet via Facetime, Zoom, GotoMeeting, etc…as needed.
  • EMERGENCY SITUATIONS: As always, call my cell phone directly (860) 235-6211.
  • PHONE CALLS: Please avoid leaving messages at on office voicemail as messages will not be retrieved on a timely basis. Specifically, if the building closes. E-mail is the suggested method of communication short of an emergency situation.
