Executive Order 7S – Suspension and Modification of Tax Deadlines and Collection Efforts
At its April 28, 2020 meeting, the East Lyme Water & Sewer Commission adopted the state’s tax deferment program (grace program) for those water and/or sewer customers who have been severely impacted by COVID-19. The program includes all water and sewer payments issued between March 10, 2020 and July 1, 2020.
East Lyme Water and/or Sewer Customers are eligible if they have been negatively affected (fiscally) by the COVID-19 crisis. THIS IS NOT AN AUTOMATIC GRACE PERIOD. The Deferment Program
Think of this program as an extended grace period program. What is “deferred” is not the actual bill but rather the last day to pay without interest. The deadline is deferred, not the water & sewer bill or assessment. Eligible customers are entitled to defer their payment deadline 90 days from the date that they are due, which is May 1, 2020 instead of the usual 30 days. Typically the May water and sewer use bills are due by June 1st or else interest applies.
For the May 1, 2020 water & sewer bill, instead of the last day to pay being June 1, 2020, the last day to pay without incurring interest will instead be August 1, 2020 (90 days from May 1) because the last day to pay is being deferred, or the grace period is being extended. If the water and/or sewer bill is not paid by the 90th day, interest will be applied back to the original due day (May 1, 2020)…not beginning on day 90. It is very important that those seeking this grace period understand the consequences if their water and/or sewer bill is not paid on time.
With regards to sewer assessments, we typically send them out so that they are due either on February 1st, March 1st, April 1st or May 1st. Since the Governor’s Executive Order covers the time period between March 10 and July 1, the sewer assessments due on February 1st and March 1st do not fall under this Program and are therefore due on their normal dates. Sewer Assessments that were due on April 1, 2020 have an extended grade period without interest until July 1, 2020 and sewer assessments that are due on May 1, 2020 have an extended grade period without interest until August 1, 2020.
“Eligible” water and sewer customers are those that “attest to or document significant economic impact by COVID-19, and / or those that document they are providing relief to those significantly affected by COVID- 19.”
This program does not address water and sewer bills or sewer assessments that are already past due. It is not an amnesty or waiver of interest or other charges on usage bills or assessments that are already delinquent.
