ROLE OF THE PLANNING COMMISSION

One of the main functions of the Planning Commission is the compilation of The Plan of Conservation and Development.   Last updated in 1999, the Plan provides the framework for guiding growth to maintain and improve East Lyme in ways its citizens find most desirable.  Once adopted, recommendations from the Plan of Conservation and Development are forwarded to various town boards and commissions for implementation.  On issues that are critical to future growth, the Planning Commission may direct their professional staff to fully develop a particular recommendation before it is sent to the board or commission of choice.  In addition, all proposed changes to the Zoning Regulations or Zoning Districts are reviewed for consistency with the goals and objectives outlined in the POCD.  All municipal improvements are reviewed for consistency as well.  While the recommendation of the Planning Commission on these matters is advisory, basing decisions for the Town’s future on a comprehensive plan increases the likelihood of retaining qualities that make the town special or attaining desired goals.  The Plan is updated every 10 years.

The Planning Commission has regulatory jurisdiction over the subdivision of land.  Subdivision is defined as the division of a tract or parcel of land into three (3) or more lots subsequent to the adoption of Subdivision Regulations by the Commission (Sept. 9, 1952).   The regulations are intended to promote and ensure the orderly development of land within the town so that land, when subdivided, can be used for building purposes without danger to health and safety or degradation to the environment.  An important component of subdivision plans is the laying out of new town roads and designation of Open Space within new residential development.
