GENERAL
The Town maintains 113 miles of local roads. Maintenance includes repair and patching, seal coating, drainage system maintenance with annual cleaning of catch basins, road side mowing, snow plowing with application of sand and salt as required, spring sweeping, maintenance of signs including street name signs and traffic/safety signs.
PERMIT REQUIRED TO EXCAVATE IN ROW
Town Ordinance requires a permit to excavate in the Town right of way. There is no fee for this permit but, depending on the extent of the proposed work, a bond may be required. This permit is sometimes referred to as a “driveway permit” and is always required for new driveways and utility work in the road. Permits can be obtained in the office of the Town Engineer.
STREETLIGHT REQUESTS
Streetlights are maintained by Northeast Utilities. If a streetlight is observed that needs to be relamped it should be reported to the Director of Public Works at 739 6931 ex. 141.
SIGN REQUESTS
Requests for new or replacement traffic or street name signs can also be referred to the Director of Public Works at 739 6931 ex. 141.
WINTER SAND FOR PRIVATE USE
Winter sand is available at the Roxbury Road sand pile for East Lyme residents for non-commercial uses. Residents must provide their own containers and load themselves. Residents are not allowed to obtain sand during storm events when Town workers are operating equipment on the site.
SYSTEM
The Town’s water system provides water to approximately 6,250 users. In general, the service area is clustered around the southern and central portion of East Lyme south of Boston Post Road and extending north along Route 161. The source of the Town’s water supply is from seven wells, which pump water to two above ground storage tanks.
RATES
Water is supplied at a rate of $35.00 for up to the first 3,500 gallons used and $3.05 per 1,000 gallons above 3,500 gallons. Higher rates apply when total consumption exceeds 50,000 gallons. Bills are issued twice per year and are due May 1st and November 1st. Questions can be referred to the Water Department at 739-6931, ext. 104.
CONSERVATION
In order to preserve the Town’s aquifers and to protect the natural environment, water conservation is practiced in East Lyme. This is of particular importance in the summer months when demand is high and stream flow conditions in the Town’s environmentally sensitive watercourses decline. All users are requested to voluntarily conserve water.
FLUSHING
In order to maintain the distribution system that conveys the Town’s water, the system is flushed twice each year. This removes deposits that can accumulate and settle in the system. Temporary discoloration of tap water can occur as a result of this procedure. Notice of flushing activities is posted on Channel 19.
SYSTEM
The Town’s sewerage system was completed in 1991 and consists of approximately 2800 sewer connections. The service area is not as extensive as the water system. The primary service area is along Route 156 and the area south of Route 156, as well as most of the area extending north along Route 161 as far as the Connecticut Turnpike. The system consists of gravity sewers, force mains, and 17 pump stations with flow pumped through Waterford and then to New London for treatment.
RATES
Customers are billed at a rate of $5.00 per 1,000 gallons of water consumption based upon metered water usage. Bills are issued twice per year and are due May 1st and November 1st. Questions can be referred to the Sewer Department at 739-6931, ext. 150.
